A Romanian street child peers through a food shop window in Bucharest
August 7, 2000 as he begs outside for small change. Romania, which has
the highest infant death rate in Europe, issued recently a set of rules
for child protection, decentralised administration and finance child
care institutions as well as improved protection for abandoned children
and street children. Some 100,000 abandoned children are locked in
badly-managed state institutions inherited from the former communist
