Job seekers wait beside the road for work at an informally designated
roadside site in Cape Town. Each day thousands of unemployed men wait
at the sites scattered across the city in the hope of gaining casual
work in the construction and farming industries. Employers in passing
trucks offer the chance of work and a R60 ($8) payday for some, but for
others it is a long futile wait. With unemployment estimated as high as
40 percent, job creation has been identified as a priority for the
