Unemployed workers repair old tools at a workshop run by the "Men at the
side of the Road" organisation in Cape Town. Once the tools are mended they
are used by some of the thousands of job seekers waiting at the informally
designated roadside pick-up sites scattered across the city. Employers in
passing trucks offer the chance of work and a R60 ($8) payday in the
construction and farming industries for some, but for others it is a long
futile wait. With unemployment estimated as high as 40 percent, job creation
