German Chancellor Gerhard Schroeder speaks during the first session of the conference "Progressive Governance in the 21st Century" held at the Palazzo Vecchio November 21. Schroeder, along with [British Prime Minister Tony Blair, French Prime Minister Lionel Jospin and U.S. President Bill Clinton,] underlined the need for traditional social welfare ideas to adapt to the technological changes that are creating a more global, unregulated, service-based economy. Schroeder, whose government holds the presidency of the Group of Eight, suggested on Sunday that China be brought into the forum for major industrial powers.
