A mother carrying her baby in a basket is screened for malnutrition at a joint UNICEF-WFP Rapid Response Mission (RRM), which delivers critical supplies and services to those displaced by conflict, in Nyanapol, northern Jonglei, March 3, 2015. The U.N. Security Council on Tuesday established a sanctions regime for South Sudan but stopped short of imposing worldwide travel bans and asset freezes on officials in the conflict-torn country or an arms embargo.
