A man walks near the Ignacio Perez operations plant, part of the European Investment-bank backed Castor gas storage project, near Alcanar, eastern Spain, October 4, 2013. Spain's government ordered a stop to injections of gas into the Castor Project's submarine natural gas storage facility after a series of small earthquakes struck the coast around the area including a 4.2 magnitude quake, the strongest yet in the region, coinciding with the injection of gas. Industry Minister Jose Manuel Soria said on October 1, 2013, there was no confirmed link between the earthquakes and the work on the plant, but seismologists have said they believe there is a connection, because the tremors started at the same time as the injections of gas.
