The foreign ministers of the Big Five powers Yevgeny Primakov of Russia, U.S. Secretary of State Madeleine Albright, Tang Jiaxuan of China, Robin Cook of the United Kingdom, and Hubert Vedrine (LtoR) of France presented a plan of "quick action" to prevent an arms race in South Asia following last month's nuclear weapons tests in India and Pakistan at a news conference in Geneva June 4. The foreign ministers had met in Geneva for an emergency meeting on the crisis sparked by the blasts.
