New Taiwan Premier Chang Chun-hsiung delivers a speech during a handover ceremony in Taipei May 21, 2007. Chang, the fifth to govern the politically turbulent island, took office on Monday with a pledge to serve as a "bridge over troubled waters" during the final year of Chen Shui-bian's presidential term.
