Taiwan Chief of General Staff Tang Yao-ming holds a press conference in Taipei July 7 to describe the military's strategy in the event of a military conflict with mainland China. China considers Taiwan a breakaway province and refuses to rule out the use of force to retake the island. While Taiwan's armed forces were positioned to attack the mainland in the 1950s after Nationalist Party leader Chiang Kai-shek retreated to the island after a 1949 civil war defeat at the hands of communist forces, the military is now in a defensive stance and Tang said Taiwan would not fire the first shot in a conflict with the mainland.
