Taiwan President Lee Teng-hui makes a point February 23 at a luncheon in Taipei with retired lawmakers. Lee declined to comment on rival China's new ultimatum that Taiwan agree to unification talks or face a possible attack, saying Taipei's view had been made clear by the cabinet's Mainland Affairs Council on Tuesday. The Council defiantly parried the threat, saying Beijing was fanning tensions by refusing to acknowledge that China is still split between two sovereign governments - the Nationalist Party-led Republic of China on Taiwan and the communist People's Republic of China on the mainland.
