A resident of New Zealand-administered Tokelau, three South Pacific Ocean atolls about 480 km (298 miles) north of Samoa, votes during a referendum in this October 21, 2007 picture. Around 1,200 residents of the isolated Tokelau Islands, which climb no higher than 5 metres (16 feet) above sea level, are voting for the second time in two years on whether they want to become self-governing. The Tokelau have neither airport, nor harbours and apart from copra, stamps and handicraft exports, are reliant on official aid from New Zealand and remittances from expatriates.
