Former Dutch prime minister Ruud Lubbers said he resigned on February 20, 2005 as head of the United Nations refugee agency, citing media pressure over allegations against him of sexual harassment. Lubbers, who took over as High Commissioner for Refugees (UNHCR) at the start of 2001, was accused last year of sexually harassing a female employee, but U.N. chief Kofi Annan decided against taking any action after an investigation.
