U.S. Treasury Secretary Lawrence Summers speaks at a press conference at the United Nations in New York on July 5 after addressing the UN Economic and Social Council. In his speech, Summers urged more investment in health, social spending and education and said poor countries needed the technologies developed by the rich. Summers said developement issues will be at the top of his agenda at a weekend meeting of finance ministers from the world's leading industrial nations in Fukouka, Japan.
