Puerto Rico's potential as a transplant center is partly based on a macabre statistic - the Caribbean island had a murder and nonnegligent manslaughter rate of 19.2 per 100,000 people in 2014 compared to 4.5 per 100,000 in the United States according to Federal Bureau of Investigation data.
