Larry Wood sits in the Butt's Tobacco store that he owns with his wife Jean in a strip mall, south of Seattle July 24, 2013. The Woods were not aware that a federal children's health law had inadvertently turbocharged their discount-cigarette business, and they didn't know that a federal highway law would decimate it. The story of the hundreds of "roll your own" cigarette retail operations that briefly flourished across the United States illustrates how seemingly minor elements of complex legislation can upend established industries, and the difficulty of closing tax loopholes.
