Venezuelan national gaurdsmen patrol a low income neighborhood in
Caracas October 9, 2002. Venezuela's armed forces tightened security in
the capital fearing threats against President Hugo Chavez as tensions
mounted ahead of an anti-government march set for October 10, 2002.
Chavez said over the weekend that security agents had uncovered a fresh
attempt to topple him. His foes scoffed at the claim, which fueled
rumors of another military rebellion in the world's fifth-largest oil
