Chairman of the Office of Vietnam's President, Nguyen Canh Dinh gestures April 28 in front of a bust of the late communist Vietnam founder Ho Chi Minh as he announces that over 12,000 prisoners across the country will be released in an amnesty. Days after executing a Canadian woman for drug trafficking, Vietnam said it will free over 12,000 prisoners, 29 of them foreigners, in an amnesty to mark the 25th anniversary of the end of the Vietnam War.
