A statue of America's first president, George Washington, looms over the
intersection of Broad and Walls Streets near the flag draped New York Stock
Exchange as a winter storm hit New York early February 17, 2003. The storm
was expected to leave 18 to 22 inches of snow in the city, which had 1,300
plows and 148,000 tons of salt ready to clear streets. The NYSE was closed
